This is the demo disc(s) for a Nikki Sixx side project called 1958 (at the time, later changed to 58).  They are demos of the album "Diet For A New America".  There are 2 versions of this disc, one has a more muffled sound.  Both contain the same songs, both discs are included in this torrent so you can choose for yourself.
